RockShox Basic Air Can Service Kit (Monarch Air B1, Plus, XX,RL C1)

I am sure this was the correct service kit but the upper plastic washer didn't want to go in as easy as other rebuild kits. It seemed to go together okay but didn't restore the shock back to factory so I am thinking the damper needs service which makes me think of just replacing the rear shock with something new.
